Summary
CHI is in search of a professional, experienced administrator to lead managers in the daily operations of a Day/Supported Employment program transitioning from a facility-based to an employment focused, community-based program. The Director of Employment and Day Supports will report directly to the Chief Executive Officer (CEO). The position develops, implements, and manages a comprehensive set of support services for 400 adults with intellectual and developmental disabilities. The position supervises an Administrator who manages the Day/Supported Employment programs and another Administrator who manages the operation of federal, state and local contracts with services provided in the community which provide jobs for people supported by CHI. This position will oversee Planning; Organizational Design and Development; and Management for the Supported Employment & Day programs and contracts.
 
Job Requirements
 
  • Bachelor’s Degree in relevant field - relevant Master's Degree Preferred
  • Nine (9) years of successful professional, administrative and supervisory experience required
  • Proof of US citizenship or legal immigration status
  • Proof of freedom of Tuberculosis
  • Certificate of good health
  • Acceptable criminal background and reference check
 
Essential Functions and Responsibilities:
Planning
 
  • Define financial, material, human resource trends and needs of the people supported by the department.
  • Prepare planning and implementation documents that work in conjunction with CHI’s Strategic Plan.
  • Prepare annual departmental budget.
  • Coordinate functions of the department relative to other agency units to insure smooth implementation of planned activities.
 
Organizational Design and Development 
 
  • Assess specific department organization, staff and individual needs in relation to established plans.
  • Design and develop recommendations for an organizational structure to facilitate planned objectives.
  • Develop policies and procedures to facilitate implementation of planned goals and objectives.
  • Communicate planned goals and objectives to staff, program participants, parents/advocates, government officials and relevant agencies.
  • Develop and implement service programs, research projects and business activities reflecting assessed needs and plans, with approval of the CEO.
  • Identify grants and philanthropy opportunities to support CHI’s Fundraising Plan.
 
Management
 
  • Direct department with a staff of approximately 100 and a 7.5-million-dollar budget which provides employment and day supports to over 400 people with intellectual and developmental disabilities.
  • Direct the implementation of all activities and systems to support a program model that moves people towards meaningful community activities and employment.
  • Manage operation of federal, state and local service contracts to include development of contract proposals, ensuring compliance with federal and state contract mandates, fiscal management and monitoring quality of service delivery.
  • Provide ongoing supervision and monitoring of staff and activities to insure systemized implementation of goals, program systems and licensure/regulatory require­ments.
  • Direct the training, evaluation, promotion, hiring, orientation and discharge of the department staff as outlined in CHI's Personnel Policies.
  • Coordinate the Supported Employment/Day Program budget expenditures within established fiscal boundaries.
  • Provide leadership to management regarding staff, people supported and families/advocates.
  • Assure the privacy of participant information by appropriately limiting disclosure of Protected Information to those who are directly responsible for the treatment and administration of the participant.  Store, handle and share Protected Information in accordance with CHI Centers policies and HIPAA regulations.
  • Additional duties as assigned.
 
Representation
 
  • Provide representation of the agency with  human service provider organizations; government representatives; other community service providers; business representatives; customers; and parents and advocates.
